Admission to the Doctor of Veterinary Medicine (DVM) Program at Colorado State is open to all students. Applicants will be categorized as sponsored or non-sponsored based on the information provided on the supplemental application.
Residency – DVM Students
Colorado Sponsored
Colorado-sponsored students are applicants who are supported by the State of Colorado
Applicants to the DVM Program who are domiciled in Colorado for 12 continuous months on or prior to the first day of class are eligible to be included in the Colorado-sponsored pool and, if qualified, will have their support fee funded by the state of Colorado.
Domicile
“Domicile” is used to describe the place where an individual has demonstrated intent to make a permanent home and legal residence. Both physical presence and evidence of intent (see below) must be in place to begin the domicile year. A qualified person must reside in Colorado with the intent to make Colorado their permanent home and legal residence.
Colorado residency requires a domicile in Colorado for 12 continuous months on or prior to the first day of classes of each semester.
Since domicile is defined as a permanent home and legal residence, being in Colorado solely for school purposes and/or temporarily for other purposes does not qualify as domicile for Colorado residency.

Physical Presence
Physical presence is your actual permanent home and legal residence. Proof of physical presence may include the following:
- Lease agreements
- Rent receipts
- Home ownership
- Notarized statement from a landlord
Evidence of intent
Evidence of intent to make Colorado your permanent home and legal residence is demonstrated by giving up all your legal ties with your prior state and establishing them with Colorado for 12 continuous months. Proof that demonstrates evidence of intent, as specified by the tuition classification state statute, may include the following:
- Colorado driver’s license or valid Colorado ID
- Colorado motor vehicle registration
- Permanent, full-time, employment
- Colorado voter registration
- Change in permanent address on all pertinent records
- Payment of Colorado state income taxes as a Colorado resident
- Withholding of Colorado state taxes from wages
- Ownership of residential property in Colorado
Evidence of legal ties outside of Colorado during the domicile year that demonstrate residency in another state may include the following:
- Failure to file a Colorado state income tax return
- Failure to have Colorado state income taxes withheld from your wages
- Filing a Colorado state income tax return as a non-resident
- Failure to obtain a Colorado driver’s license or Colorado ID
- Maintenance of a home in another state
- Residing in another state between academic terms or when not enrolled as a student
- Any other factor unique to the individual which tends to imply your permanent home and legal residence is in another state
The fact that an individual does not qualify for residency in any other state does not guarantee Colorado residency.
Non-Sponsored
Applicants who are not supported by the state of Colorado or one of the WICHE states and applicants who are residents of other states or countries can be included in the non-sponsored pool. Non-sponsored students will remain non-sponsored for the four years of the program.
Pursuant to State Statute C.R.S. 23-31-107, non-sponsored students pay tuition, fees, and the support fee for each year in which they are enrolled. Non-sponsored students will remain non-sponsored for the four years of the DVM Program.
Applicants may choose to be considered in the non-sponsored category if denied Colorado or WICHE sponsorship. Applicants should indicate this request on the supplemental application by checking the appropriate box.
DVM student must be classified as sponsored or non-sponsored and are not eligible for any of the exceptions to receive the in-state tuition rate since you are not actually a resident of Colorado. All Colorado sponsored students must be a true and fixed permanent resident of Colorado.

WICHE
Applicants who are certified residents of the cooperating Western Interstate Commission for Higher Education states (Arizona, Hawaii, Montana, Nevada, New Mexico, North Dakota, Utah, and Wyoming) may be eligible to be included in the WICHE pool for their state.
In order to be eligible for financial support, you must contact the state certifying officer each year for residency certification. In most states, the deadline for receiving completed applications for residency certification is October 15 of the year preceding admission. The number of positions supported by each WICHE state is limited and determined by each state. Residency certification by a WICHE state is not a guarantee of admission to the Doctor of Veterinary Medicine Program. Please contact WICHE in your state for more information.
